Mr. Morgan

To ask the Secretary of State for Wales what is the total regional selective assistance which he is committed to paying out under offer letters already issued expressed in outturn figures for each year from 1987–88 to 1990–91.

Notes:

(1) Regional development grant expenditure represents payments under the original scheme (RDG I) and, since 1985–86, the revised scheme (RDG II). Records of RDG 1 expenditure at a sub-Wales level are kept on the basis only of individual payments exceeding £25,000 and by employment office areas. Expenditure has been apportioned on a county basis on the most accurate basis consistent with these records. The sum of the county figures will not equate to total RDG I expenditure on an all-Wales basis.

(2) Regional selective assistance expenditure for Wales represents industrial and training grants, loans until 1979–80, exchange risk losses on European loans and payments under the business improvement services scheme. Expenditure on the latter two elements cannot be broken down to a sub-Wales level and is therefore excluded from the county and TTWA figures.

(3) RDG I data for the Shotton TTWA are based on the pre-November 1984 boundary. RDG II data are based on the present Shotton, Flint and Rhyl TTWA.

Regional selective assistance grants normally paid in annual instalments related to progress on a project. The amount and timing of RSA expenditure is therefore dependent upon individual companies implementing their projects as originally intended and it is not possible to predict with precision the amount of expenditure which will arise in any future year from past RSA offers.

I am confident that planned provision for RSA over the next three years makes substantial allowance for both existing commitments and potential applicants who have yet to be offered grant assistance. I hope that industry in Wales will take full advantage of the additional RSA resources that have been provided.

The amount of regional development grant paid depends on applicants meeting the conditions under which approval is given. The timing of payments is related to the progress of individual companies in the implementation of the project concerned and the submission of claims. It is not possible, therefore, to predict with precision the amount of expenditure which will arise in any future year from past RDG approvals. Total planned provision for regional development grants over the next three years makes substantial allowance for both present and potential applicants who have yet to receive RDG approval. I hope that industry in Wales will take full advantage of the period until 31 March 1988 during which RDG applications can still be made.

To ask the Secretary of State for Wales what was the total expenditure on(a) regional development grant and (b) selective assistance in (i) the Shotton travel-to-work areas, (ii) the county of Clwyd and (iii) the eight counties of Wales, for each year from 1978–79.
