§ Mr. LuceI have today presented to Parliament a Green Paper, "Financing our public library service: Four subjects for debate." In it, I ask for views on the best means of achieving the Government's objectives of supporting the provision of the free basic library service at public expense, while at the same time enlarging the scope for library authorities to generate increased income by joint ventures with the private sector and by charging for specialised services.
