To ask the Secretary of State for Social Services whether his Department regards the taking of blood samples by appropriately trained nurses as part of a nurse's ordinary duties; and what instructions his Department gives to hospital administrators if nursing officers insist that it is not.

This particular task is not included in basic training but it has been accepted by a number of health authorities as being a suitable task to be delegated to appropriately trained nursing staff. Advice is given on delegation to a nurse of tasks not included in basic training in HC(77)22, "The Extended Role of the Clinical Nurse Legal Implications & Training Requirements".
