asked Her Majesty's Government:

Whether the independent police complaints commission is now functioning in Northern Ireland, and if not, when it expects to begin working; and who are the members of the commission.

The Independent Commission for Police Complaints for Northern Ireland will come into operation on 29th February 1988. The appointment of Mr. James Grew as chairman-designate to the commission was announced on 1st December 1987; the Secretary of State for Northern Ireland is now considering the remaining membership and expects to announce it shortly.
