Mr. David Nicholson

To ask the Secretary of State for the Environment what progress he has made with consultations on the paper "Home Improvement Policy" of November 1987; when he expects to bring forward legislation to implement his proposals; and why no legislative action in this regard has taken place since the publication of the Green Paper "Home Improvements—a New Approach" (Cmnd. 9513) in May 1985.

Aspects of the Green Paper were reconsidered in the light of the comments received and revised proposals were published in the housing White Paper (Cmnd. 214) and subsequent consultation paper on home improvement policy. We are now considering the responses to these with a view to legislation at the next practicable opportunity.
