To ask the Secretary of State for the Environment what is his latest estimate of the proportion of the adult population liable to pay the community charge who will pay the charge within due time.

Mr. Howard

All adults liable to the community charge will be invited to pay by 10 equal instalments each year, though collecting authorities will have discretion to agree other arrangements with chargepayers who prefer a different frequency.

I have every confidence that local authorities will collect the community charge from those liable as efficiently as they now collect domestic rates.
