§ Rev. Martin SmythTo ask the Prime Minister what action she has taken since the terrorist practice of using extortion to obtain funds first became known in 1982; and if she will make a statement.
§ The Prime MinisterA number of important initiatives have been undertaken or are in train to deal with the serious problem represented by the extortion practised by terrorists in Northern Ireland. In 1982 the Royal Ulster Constabulary set up its anti-racketeering squad which, among other things, has investigated extortion and related offences. Its inquiries continue, as do a number of prosecutions, and the squad has very recently been strengthened and reorganised. The Northern Irish (Emergency Provisions) Act 1987 included provisions to prevent security firms extorting money under the guise of providing security services. Progress has also been made in co-ordinating Government activity to make extortion more difficult and further initiatives in this area are being considered.
