Mr. Dalyell

To ask the Secretary of State for the Home Department if he will specify the powers available to Sir Thomas Hetherington and Mr. William Chalmers to require witnesses to testify in the inquiry on war crimes; and which authority they have to compel the giving of evidence.

Mr. Hurd

They will have no powers to compel witnesses to give evidence. In this respect they will be in the same position as the police and the prosecuting authorities generally are when dealing with alleged offences under the existing criminal law.
