§ Mr. TrippierI am today announcing initial urban programme resource allocations for 1988–89, totalling £259 million. This will support projects in 57 urban programme partnership and programme authorities. It will help further the Government's commitment to revitalising inner cities by, amongst other things, regenerating local economies and creating jobs, encouraging training and supporting environmental improvements.
The urban programme is just one of the Government's tools in the drive to improve conditions in inner cities. More than £200 million will be spent by the urban development corporations in England in 1988–89. Private investment projects in the 57 urban programme areas will receive additional support though the Department's urban development grant, urban regeneration grant and derelict land grant. In addition, other Government Departments provide a wide range of support for investment, training and business development, all designed to foster enterprise and promote new opportunities and economic growth in rundown urban areas.
The urban programme allocations made today are provisional: formal allocations are made — after inner area programmes (IAPs) have been assessed and approved. In the case of authorities with partnership or programme status in 1986–87, allocations are also conditional on their providing a satisfactory annual report on achievements through the UP in 1986–87. Additional 130W resources sometimes become available for redistribution in the course of the year which may lead to outturn being different from these initial allocations.
I attach considerable importance to the improvement in the management of the urban programme and am grateful to authorities for their continuing commitment to and achievements in the urban programme management initiative (UPM).
