§ Mr. GummerWhen the Council of Ministers endorsed Commission proposals for a Community approach to the negotiations on agriculture in the Uruguay round, the Government made it clear that we would regard it as difficult to justify proposals for increasing Community protection when the main aim of the GATT negotiation is to liberalise agricultural trade and, in particular, to lower import barriers.
