To ask the Minister of Agriculture, Fisheries and Food if Her Majesty's Government support proposals on the General Agreement on Tariffs and Trade proposed by the Commission of the European Economic Community for imposing higher tariffs on produces used as substitutes for animal feedstuffs.

When the Council of Ministers endorsed Commission proposals for a Community approach to the negotiations on agriculture in the Uruguay round, the Government made it clear that we would regard it as difficult to justify proposals for increasing Community protection when the main aim of the GATT negotiation is to liberalise agricultural trade and, in particular, to lower import barriers.
