§ Mr. MacGregorThe Government believe that a scheme of set-aside could form a useful complement to effective stabilisers in helping to reduce surpluses and stabilise costs. It is not possible at this stage to estimate the likely cost of implementing the proposal in the United Kingdom, as this will depend on rules of implementation which have not yet been determined.
