To ask the Chancellor of the Duchy of Lancaster whether it is his intention, under the Copyright, Designs and Patents Bill[Lords], that copying done for private study of research using a reprographic process in a university library should be an infringement of copyright; and if he will make a statement.

It is our intention that copying for private study and research purposes should be permitted, subject to certain conditions. The circumstances in which copyright material may be copied without infringement are set out in chapter III of part I of the Bill.
