To ask the Secretary of State for Social Services if he will now allocate the necessary resources to enable all local authorities to implement fully the Chronically Sick and Disabled Persons Act.

Mr. Scott

Responsibility for implementing the Act rests with local authorities, which are in the best position to assess local needs and to decide the most appropriate arrangements for meeting them. We do not allocate resources to specific social services, and it is not practicable separately to indentify the total amount spent on services under the Act. However, between 1978–79 and 1986–87, gross current expenditure by local authorities on the personal social services overall increased by over 26 per cent. in real terms.
