To ask the Chancellor of the Duchy of Lancaster (1) if he will list in theOfficial Report the names of all the companies and individuals holding general value added network services licences and the dates of issue for each;

(2) if he will indicate the circumstances in which a general value added network services licence can be revoked.

The provision of value added and data services, other than by the public telecommunications operators and their associates, is authorised under a class licence granted to all persons on 30 April 1987. Public telecommunications operators provide services under their main PTO licences. PTO associates are authorised to provide VADS under a separate but similar class licence also granted on 30 April 1987.

The precise circumstances in which the class licence can be revoked are set out in schedule 2 to the licence. In brief the licence may only be revoked in respect of an individual and then only:

  1. (i) if the licensee agrees; or
  2. (ii) if the Licensee has breached the conditions of the licence and refuses to comply with an enforcement order from the Director General of Telecommunications or if the licensee is running an unauthorised telecommunications system;or
  3. (iii) if the licensee becomes insolvent.
