§ The Prime MinisterAs to the question of possible criminal proceedings, I refer the right hon. Gentleman to the answer given by my right hon. and learned Friend the Attorney-General to the hon. Member for Linlithgow (Mr. Dalyell) on 4 February, at column681. The question whether to institute civil proceedings against Mr. Stalker is a matter for Ministers collectively.
