To ask the Prime Minister which of her Ministers has the duty of asking the Attorney-General to consider whether the former deputy chief constable of Greater Manchester is to be prosecuted under the Official Secrets Act or, in view of the income derived from the publication, to be proceeded against under the civil law.

As to the question of possible criminal proceedings, I refer the right hon. Gentleman to the answer given by my right hon. and learned Friend the Attorney-General to the hon. Member for Linlithgow (Mr. Dalyell) on 4 February, at column681. The question whether to institute civil proceedings against Mr. Stalker is a matter for Ministers collectively.
