§ Mr. GummerThe consultation document suggests that one of the objectives of the scheme should be to foster a changed pattern of land use in the countryside so as to improve conditions for wildlife and to enhance the landscape and the environment generally. My colleagues and I are considering the views expressed on this and other points.
