To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the request from the unions concerned for the establishment of an independent committee of inquiry into pay in the Hong Kong Civil Service.

A request has been made by the staff side of the Senior Civil Service Council that an independent committee of inquiry be set up to consider a pay level survey carried out in 1986. The Governor has declined the request as no specific proposals arising from the survey have been made by the Hong Kong Government. Any such proposals would be the subject of consultation in the Council.
