§ Mr. LangAs regards revenue expenditure, rate support grant is paid in support of an authority's income generally. It is not attributed to particular services. For capital expenditure the allocation to the council for educational purposes is £20,378,000. This figure may be enhanced by capital receipts raised by the region or by virement from its other capital programmes.
