To ask the Secretary of State for Scotland if the community charge rebate scheme will be based on the full personal community charge levied in each local authority area or based on a national average community charge.

Under the proposed community charge rebate scheme, rebates will be calculated on the basis of the actual personal community charge payable in each local authority.
