To ask the Secretary of State for the Environment if he will list for each year since 1974(a) nature reserve lands, (b) public right of way paths, (c) common lands, (d) conservation areas which have ceased to be available to the public and have been given for the use of (i) Army training and exercise, (ii) shopping centres and (iii) other property development purposes.

This information is not available in the form requested. In general, the public have no legal right to access to nature reserves, commons or in conservation areas except where a right of way exists. Rights of way cannot be extinguished for any purpose other than by order made by the highway authority, or an application to the magistrates court. Such orders require confirmation by my right hon. Friend only when an objection is received.
