In general, the public have no legal right to access to nature reserves, commons or in conservation areas except where a right of way exists. Rights of way cannot be extinguished for any purpose other than by order made by the highway authority, or an application to the magistrates court. Such orders require confirmation by my right hon. Friend only when an objection is received.
