To ask the Secretary of State for Transport if he will estimate the cost of replacing existing driving licences with EEC standard licences.

Mr. Peter Bottomley

The present practice of issuing Community model licences when old-style licences have to be renewed or replaced avoids additional cost. Replacing the remaining 17 million old-style driving licences over a three-year period is estimated to cost £55 million.

To ask the Secretary of State for Transport how many people currently hold a full driver's licence in the United Kingdom.

At the end of 1987 there were approximately 27 million full driving licence holders in Great Britain, (Northern Ireland has separate driver licensing arrangements).
