HC Deb 13 December 1988 vol 143 c508W
Mr. Tebbit

To ask the Secretary of State for the Home Department what evidence he has that the humiliation of persons accused of offences under the Road Traffic Acts will act as a deterrent to other potential offenders.

Mr. Douglas Hogg

The prospect of arrest, charge, prosecution and conviction should act as a deterrent to all potential offenders. This applies to offences under the Road Traffic Acts as much as to any other serious criminal offences.
