To ask the Secretary of State for the Home Department what evidence he has that more stringent penalties for illegal parking have led to reduction in the number of such offences.

A number of measures have been introduced in recent years to deter illegal parking, including new fixed penalty procedures and, in London, wheelclamping and contracted out vehicle removals. The transport and road research laboratory has monitored the impact of wheelclamping since it was introduced on an experimental basis in 1983. The latest surveys show that clamping has reduced the incidence of illegal parking by up to 40 per cent. in some areas.
