To ask the Secretary of State for Foreign and Commonwealth Affairs whether he will seek a further opportunity of raising with the Soviet Foreign Minister the plight of the long-term refuseniks Michael Kremen, Boris Chernobilsky and Oscar Menoelev, who are still waiting for exit visas.

Michael Kremen and Boris Chernobilsky are among those cases about which we have expressed concern to the Soviet authorities. We shall continue to take suitable opportunities to raise these cases, together with that of the Mendeleyevs and others about which representations have been made to us. Bilateral talks on human rights between officials, which we hope will take place soon, will be one such opportunity.
