Mr. Hunter

To ask the Secretary of State for Foreign and Commonwealth Affairs if he has had any meetings with, made approaches to, or received approaches from, the Transitional Government of National Unity in South West Africa—Namibia since 1985.

Mrs. Chalker

We do not recognise the Transitional Government of National Unity. However, on 5 February 1987 I met Mr. Shipanga and Mr. Katjiuonga in their capacity as leaders of internal Namibia parties.

To ask the Secretary of State for Foreign and Commonwealth Affairs what is Her Majesty's Government's policy towards the Transitional Government of National Unity in South West Africa—Namibia.

Mrs. Chalker

We do not recognise the Transitional Government of National Unity, nor any unilateral attempt by South Africa to transfer power in Namibia.

To ask the Secretary of State for Foreign and Commonwealth Affairs (1) what is his policy on recent announcements by the South African Government that the South African administrator-general in South West Africa-Namibia is to be given additional powers;

(2) What assessment he has made of South Africa's policy towards South West Africa-Namibia in the light of recent developments.

We wish to see Namibia independent. This will not be furthered by granting the South African administrator general new powers. What is needed is prompt implementation of the United Nations plan.

To ask the Secretary of State for Foreign and Commonwealth Affairs if he has had any meetings with, made approaches to, or received approaches from, Mr. Peter Kalangula, the Owambo leader, or his representatives, since 1983.

Mrs. Chalker

No, but members of the British embassy, including the ambassador, maintain contact with Mr. Kalangula. Most recently Her Majesty's ambassador saw Mr. Kalangula in Windhoek last month.

To ask the Secretary of State for Foreign and Commonwealth Affairs what is his policy on Mr. Kalangula's position with regard to attempts to find a political solution in South West Africa-Namibia.

We commend Mr. Kalangula's support for the early implementation of Security Council resolution 435.
