To ask the Secretary of State for the Environment if he will make a statement about the £5 million increased provision for housing action trusts, clarifying what has led him to conclude that this additional provision is needed.

The Government consider that the size of some areas of poor quality local authority housing, and the nature and extent of their problems, require novel and radical approaches beyond the normal run of local authority housing activity. They therefore propose to set up housing action trusts to tackle these problems; and have allocated £125 million (£5 million in 1988–89, £50 million in 1989–90 and £70 million in 1990–91) for this purpose.
