To ask the Secretary of State for the Environment what is his policy on the Countryside Commission's proposal that all afforestation schemes over five hectares should require specific planning permission under Town and Country Planning legislation and for the amendment of section 22 of the Town and Country Planning Act to bring afforestation of sites over 0.25 hectares within the meaning of the term development.

We have no plans to bring forestry or afforestation within the scope of the planning system.
