Friend the Chancellor of the Exchequer in the Autumn Statement. My statement to the House on 16 December 1987 was followed by the publication on 23 December of a circular (HC(87)37) describing how resources were to be distributed among regional health authorities; this was followed in turn by the issue of more detailed initial cash limits to each RHA on 14 January. Allocations to districts based on those cash limits have since been made by regions.
