HC Deb 25 April 1988 vol 132 cc18-9W
Mr. Hood

To ask the Secretary of State for Foreign and Commonwealth Affairs what specific initiatives Her Majesty's Government have taken, alone or with other members of the United Nations, with regard to(a) apartheid in South Africa, (b) the illegal occupation of Namibia by South Africa, (c) the repeated violence in the territory of Angola, and (d) the funding of mercenary troops in Mozambique, over the past 12 months.

Mrs. Chalker

We have made frequent representations, both bilaterally and in concert with our European Community partners, on human rights abuses, including detentions without charge, and forced removals; restrictions on the media; the restrictions placed on 17 anti-apartheid organisations and individuals on 24 February; the implications of the Promotion of Orderly Internal Politics Bill; clemency for the Sharpeville six; the need to release Nelson Mandela and other political prisoners, to unban the ANC and other political parties and to start a process of dialogue and negotiation with credible black leaders.

On Namibia, we have worked in support of Security Council resolution 601, empowering the Secretary General to negotiate a ceasefire leading to implementation of SCR 435. On Angola, in addition to voting for Security Council resolutions 602 and 606 which called for the immediate withdrawal of South African troops, we have used every available opportunity to impress upon the South African Government the need for them to contribute to a peaceful settlement. The South African Government are also well aware of our strong view that they should not support Renamo forces in Mozambique, directly or indirectly.
