To ask the Secretary of State for the Environment whether he will make provision for assistance with legal costs for objections against substantial planning applications affecting rural land and land within the green belt.

I have no plans to alter the longstanding arrangement that the cost of promoting and of resisting development proposals falls to the respective parties. Nevertheless, applicants who unreasonably pursue on appeal proposals which are contrary to established planning policy, whether in the green belt or elsewhere, may find that the costs of the proceedings where there is an inquiry, including the costs of objectors, are awarded against them.
