To ask the Secretary of State for Foreign and Commonwealth Affairs whether he intends to ratify protocol No. 4 and protocol No. 7 to the European convention on human rights; what are the considerations which will influence this decision; and if he will make a statement.

I have been asked to reply.

The Government have no plans to ratify protocol No. 4, but we are considering whether to ratify protocol No. 7. In considering ratification, we study the consequences for our law and practice, and the acceptability of these consequences, within the context of our wish to support the work of the Council of Europe so far as possible.
