To ask the Secretary of State for Transport what regulations govern the transport of dangerous materials by merchant shipping; and whether such dangerous materials include tins of paint.

The transport of packaged dangerous goods materials by merchant shipping is governed by the Merchant Shipping (Dangerous Goods) Regulations 1981 (SI 1981 No. 1747) as amended by the Merchant Shipping (Dangerous Goods) (Amendment) Regulations 1986 (51 1986 No. 1069). Tins of paint are defined as dangerous goods when the paint itself is flammable and has a flashpoint of 61°C or below.
