The Office of Population Censuses and Surveys is formally consulting Government Departments, local authorities and health authorities. The consultation process is described in "Census Newsletter No. 2", a copy of which is in the Library. Additionally, the Registrar General has written to a number of other organisations, inviting views. When my right hon. Friend the Secretary of State announced on 2 November 1987, at column573, that a census is to be taken in 1991 he stated that submissions to the Registrar General from any source would be welcome.
