Dr. Cunningham

asked the Secretary of State for Social Services whether two separate systems of rebates will be required during the phasing in of community charge; one system for domestic rates and one for community charge.

Mr. Portillo

Phasing in of community charge will only occur in England. During the transitional period in England, rebates will be available both for domestic rates and for the community charge. The operational details of the rebate scheme are still being considered in consultation with local authorities.

Dr. Cunningham

asked the Secretary of State for Social Services whether there will be facilities for community charge rebates to be paid daily to those liable for collective community charge and eligible for community charge rebates.
