§ Mr. Wheelerasked the Secretary of State for the Environment if he will make a statememt on the progress of the home ownership scheme for tenants of charitable housing associations; how many tenants have availed themselves of the scheme to date; what restrictions there are on the numbers of persons who may do so; how many persons are waiting; and over what period of time.
§ Mrs. RoeThe home ownership scheme for tenants of charitable housing associations was introduced in September 1984 to help tenants who would have had the right to buy but for the charitable status of their landlords. It has proved very popular and approximately 4,600 properties have been purchased on the open market. However, demand outstrips the resources available for discounts under the scheme, the cost of which has to be accommodated within the Housing Corporation's cash limited approved development programme. As a result, a waiting list has been in force since 1 October 1986; at the end of September some 1,900 applications were being held. I am currently reviewing the funding position.
