asked the Secretary of State for Foreign and Commonwealth Affairs for what reason it is proposed that staff working in the new Government communications centre in London should forfeit union membership; what financial and other inducements will be offered; if those who decline such inducements will incur disciplinary measures; and if he will make a statement.

Friend, the Minister of State, Foreign and Commonwealth Office, the Member for Wallasey (Mrs. Chalker) told the House on 15 January 1987, at columns 262–63, it is not our intention to extend the measures introduced at the Government communications headquarters beyond those agencies whose primary functions are concerned with security and intelligence.
