§ Mr. MoynihanMy right hon. Friends the Secretaries of State for the Environment, and for Wales and my right hon. and learned Friend the Secretary of State for Scotland issued a consultation paper on 28 September setting out our proposals to open up the management of local authority sports facilities to competition. The aims of the proposals are to ensure, through more effective management and marketing of facilities, greater sensitivity to the needs and demands of the community and better value for money from local authority expenditure. Copies of the consultation paper are available in the House Library and comments have been invited by 11 December.
