Mr. Gorst

To ask the Secretary of State for the Home Department who is responsible for disciplinary action or complaints against personnel working on secondment to the national drugs intelligence unit; and what information he has as to how many complaints have been received against the national drugs intelligence unit during the past 12 months.

Mr. Hurd

Responsibility for such matters remains with the chief officer of the individual's home force. Complaints would be dealt with in accordance with the procedures laid down in the Police and Criminal Evidence Act 1984, including, as appropriate, the involvement of the Police Complaints Authority. I understand that there have been no formal complaints made against the unit's staff in the last 12 months.

To ask the Secretary of State for the Home Department if he will call for a report from the head of the national drugs intelligence unit on the conduct of the two officers working for the unit alleged to have performed their duties improperly while interviewing Captain Simon Hayward while he was held without charges in Sweden.

No. I understand that the Commissioner of Police of the Metropolis has taken the view that there are no grounds for formal disciplinary action against the two officers.
