Mr. Cousins

asked the Secretary of State for Social Services, in the light of the refusal on appeal of planning permission for a Fine Fare superstore in the grounds of St. Nicholas mental illness hospital, Newcastle, and the consequent loss of capital recession, if he will make a special capital allocation available to Newcastle district health authority to allow that authority's programme of transferring mental illness patients into the community to continue.

The allocation of capital moneys to Newcastle district health authority is the responsibility of the Northern regional health authority.
