asked the Secretary of State for Transport if he has any plans to increase planning controls on the granting of licences for the operation of goods vehicles.

The environmental provisions relating to operator licensing were reviewed last year. I announced then that a number of amendments to the legislation would be brought forward when an opportunity arose. There was no recommendation for a closer link between planning and licensing law. When considering an application which involves a new operating centre the licensing authorities are able to take into account any information about planning permission.
