asked the Secretary of State for Scotland how late was the delivery of the Fokker aircraft to his Department's protection service, compared with the stipulations in the tender documents; and if any financial penalty has been imposed upon the supplying company.

The tender specification issued by the Department sought delivery by 31 July 1987 at the latest and the supply contract for the Fokker laid down delivery for June 1987. However during the process of acquisition it was agreed that extra fuel tanks originally scheduled for later installation would be more economically installed before delivery. The extra work resulted in the acceptance of the aircraft on 5 August 1987 and as this later date reflected a decision to avoid subsequent downtime no financial penalty was appropriate.
