asked the Secretary of State for Education and Science if he will introduce legislation to provide enabling powers for governors to make rules regarding the wearing of school uniform.

Mr. Dunn

The Education (No. 2) Act 1986 provides for the conduct of a school to be under the control of the governing body, subject to any specific allocation of functions elsewhere under the articles of government and to any other statutory provisions. The Government believe that the conduct of a school is concerned with the whole ethos of a school and that the question of whether or not school uniform is worn contributes significantly to that ethos and should thus be decided by the governing body.
