HC Deb 03 March 1987 vol 111 c534W
Mr. Greg Knight

asked the Secretary of State for Transport (1) what representations he has received concerning the identity marking of motor cycle frames;

(2) if he has any plans to encourage or require the marking of motor cycle frames with identification numbers to be listed in registration documents.

Mr. Peter Bottomley

The Construction and Use Regulations require vehicle identification numbers to be marked on a plate on motorcycles up to 150cc if first used between 1 August 1977 and 1 January 1982 or up to 125cc if first used after 1 January 1982. Regulations made under the Vehicles (Excise) Act 1971 require a frame number to be quoted when application is made to register any motorcycle for the first time.

As a result, virtually all motorcycles are marked with an identification number. The Department cannot trace representations on this subject.
