asked the Secretary of State for the Home Department if he will make it his policy that none of the prisoners released as a result of the changes announced on 16 July, Official Report, columns 1292–4, should be those convicted of any offence listed in schedule 1 to the Criminal Justice Act 1982.

As I told the House on 16 July, the Prison Act 1952, which governs the rules of remission, does not empower the Home Secretary to make a distinction on the basis of offences.
