asked the Secretary of State for Foreign and Commonwealth Affairs whether he has discussed or intends to discuss with his Soviet counterpart the possibility of their dismantling the large phased array radar at Krasnoyarsk in return for the cancellation of the United States air force large phased array radar as Fylingdales.

No. The facilities at Krasnoyarsk and Fylingdales are not comparable. A trade-off would not be acceptable and therefore I see no purpose to be served by the kind of discussions the right hon. Member suggests.
