Mr. Churchill

asked the Secretary of State for the Home Department if he will list, in order of priority, the principal factors taken into consideration by his Department in assessing authorised police manpower levels in different police force areas.

Each application for an increase in the authorised establishment of a force is considered as a whole, but we take into account such factors as the police-population ratio, the level of crime, the purpose for which the additional posts are required and the civilian staff levels within the force. The importance of these factors will vary with the circumstances of each individual case.
