Mr. Burns

asked the Secretary of State for Social Services how many people living within the Mid Essex health authority area are waiting for non-emergency operations and treatment: what the figures were 12 months ago and 24 months ago; and what was the average waiting time 24 months ago, 12 months ago and the latest available figures.

asked the Secretary of State for Social Services (1) if he will enumerate those health authorities where waiting lists for in-patient treatment exceeded 18 per thousand in 1985 and 1986; and if he will make a statement;

(2) if he will enumerate those health authorities where present waiting lists for in-patient treatment exceed 18 per thousand; and if he will make a statement.

A significant, though varying, proportion of patients on the waiting list are referred by general practitioners in other districts. The relevant population for comparison is therefore the "catchment" population which can, and in many cases does, vary substantially from the resident population. The figures for district health authorities may therefore have little significance. Any comparisons between districts based upon these percentages could be seriously misleading.
