asked the Secretary of State for the Environment if he has any plans to introduce rate-capping legislation for town and parish councils; and if he will make a statement.

Mr. Chope

The Government have no plans to legislate for this purpose.

65. Mr. Harry Greenway

asked the Secretary of State for the Environment when he will announce which councils are to be rate-capped in 1988–89; and if he will make a statement.

My right hon. Friend expects to announce his decisions on the designation of authorities for 1988–89 very shortly.

71. Mr. Stern

asked the Secretary of State for the Environment if he will consider applying a general rate-cap for all years between 1 April 1988 and the date of full implementation of the community charge.

Mr. Howard

My right hon. Friend intends to announce his proposals for rate limitation in 1988–89 before the summer recess. As my hon. Friend is aware, a proposal to introduce general rate limitation would require consultation with the local authority associations and be subject to the approval of both Houses of Parliament.
