§ Mr. HowardMy right hon. Friend intends to announce his proposals for rate limitation in 1988–89 before the summer recess. As my hon. Friend is aware, a proposal to introduce general rate limitation would require consultation with the local authority associations and be subject to the approval of both Houses of Parliament.
