asked the Minister of Agriculture, Fisheries and Food if he will seek powers to top up from national funds the European Community compensation scheme for milk producers; and if he will make a statement.

The Council of Agriculture Ministers meeting in December agreed to increase the rate of compensation for the Community outgoers scheme by 50 per cent. to a total of 27.5p per litre. I see no justification for topping up beyond this level. I believe the new rate will make the scheme significantly more attractive.
