asked the Secretary of State for Northern Ireland if he has received the 12th annual report of the Standing Advisory Commission on Human Rights; and if he will make a statement.

The report has been published today, and copies have been laid before Parliament. It covers the period 1 November 1985 to 31 October 1986.

The report deals with a wide range of matters which the Commission has considered during the year under review. These include emergency legislation, the European Convention on Human Rights, treatment of prisoners, police complaints procedure, electoral and divorce law, special education and children care.

Copies of my response to the Commission's report have been placed in the Library.
